Uniform Business Office (UBO)

The Uniform Business Office (UBO) at Moncrief Army Health Clinic (MAHC), located at Fort Jackson, South Carolina, is responsible for managing medical billing services for the Military Treatment Facility (MTF). Operating on behalf of the Defense Health Agency (DHA), our mission is to maximize allowable healthcare cost recovery while adhering to compliance guidelines, all in support of the operational readiness of the Military Health System.

The UBO enhances the TRICARE managed care programs by providing essential tools and policies aimed at improving the efficiency of financial and collection operations. Furthermore, the UBO facilitates the management and acceleration of collections from both patients and third-party insurers, ensures consistent reporting of expenses, manpower, and workload data, and works to improve third-party reimbursements.

To submit medical claims to your health insurance provider, the MAHC UBO requires your health insurance details. This information is collected through a DD 2569 form or by obtaining copies of the front and back of your health insurance cards.

Pay Your Bill 

We only accept payments by check or money orders. Please confirm your bill with our office before making your payment. We are located in building 4500, 10th floor.  

Notice to Customers Making Payment by Check  

By providing a check as a form of payment, you give us permission to either use the information from your check to initiate a one-time electronic fund transfer from your account or to handle the payment as a traditional check transaction.

Privacy Act: We are required by 5 U.S.C. § 552a(e)(3) to issue a Privacy Act Statement that outlines our authority for collecting information from your check, as well as the purposes and routine uses for this information. You can find this statement on our website at (https://www.fms.treas.gov/otcnet/index.html) or by calling toll-free at (1-866-945-7920) to request a mailed copy. Providing your check information is optional; however, if you choose not to provide it, you may need to use an alternative payment method.

Are you a TRICARE Beneficiary? If so, do you have Other Health Insurance (OHI) than TRICARE?

As part of our Third-Party Collection Program, we will submit a bill to your insurance carrier for medical services received at our facilities, at no expense to you. Proceeds collected from your Other Health Insurance (OHI) will contribute to reducing costs for taxpayers and may enhance the quality of healthcare services provided by our facilities. If you have OHI, please complete form DD 2569, include a copy of your insurance card (both front and back), and either email the documents to usarmy.jackson.medcom-mfach.mbx.mahc-ubo-dd2569@health.mil or deliver them in person to our office located on the 10th floor of Building 4500. Please note that this form needs to be updated each year.

Are you wondering why you haven't been billed for services?

If the mailing address hasn’t been updated, the accounts can only be closed by transferring them for payroll deduction or administrative offset. Please verify that you are properly registered with the Patient Administration Department (PAD) on the 6th Floor, Moncrief Army Health Clinic.
